Microprocesadores, sensores digitales, computadoras personales, internet, tel\u00e9fonos inteligentes y computaci\u00f3n en la nube surgieron a lo largo de cinco d\u00e9cadas. El chip Intel 4004 de 1971 conten\u00eda solo 2.300 transistores; para 2020, el chip M1 de Apple albergaba 16 mil millones. Estas tecnolog\u00edas ahora sustentan sistemas cotidianos \u2014banca m\u00f3vil, telemedicina, educaci\u00f3n en l\u00ednea\u2014, dando forma a c\u00f3mo miles de millones de personas viven, trabajan, aprenden y se conectan.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Estas innovaciones transformaron la econom\u00eda mundial. El capital se mueve ahora a la velocidad de la luz. Los flujos transfronterizos de capital pasaron de decenas de miles de millones a m\u00e1s de 1,2 billones de d\u00f3lares estadounidenses. El comercio de mercanc\u00edas creci\u00f3 de cientos de miles de millones a entre 18 y 19 billones de d\u00f3lares estadounidenses. El uso de Internet pas\u00f3 de millones de usuarios en 1990 a 4.500 millones en 2020. Las econom\u00edas de Asia Oriental se convirtieron en centros mundiales de manufactura, mientras que Estados Unidos consolid\u00f3 su dominio en las finanzas, las plataformas digitales y las redes de conocimiento. En Am\u00e9rica Latina y el Caribe surgieron nuevas oportunidades de crecimiento, innovaci\u00f3n, comercio e integraci\u00f3n, pero tambi\u00e9n pusieron de manifiesto retos de larga data en materia de productividad, desigualdad y capacidad institucional.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Velocidad, escala y conocimiento ejemplifican el mundo actual. Los pa\u00edses que invirtieron temprano en <a href=\"https:\/\/techrevlac.org\/es\/blog\/difundiendo-ideas-exitosas-a-traves-de-las-economias\/\"  data-wpil-monitor-id=\"120\">educaci\u00f3n, investigaci\u00f3n, infraestructura y capacidades<\/a> se convirtieron en l\u00edderes de innovaci\u00f3n, sacaron a millones de la pobreza e intensificaron la competencia global. La participaci\u00f3n en las cadenas de valor ahora se extiende m\u00e1s all\u00e1 de los recursos naturales y la manufactura para incluir datos, la adquisici\u00f3n de tecnolog\u00eda y las capacidades necesarias para adaptarse y aprender.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Entender los \u00faltimos cincuenta a\u00f1os es esencial para dar forma a los pr\u00f3ximos cincuenta. Am\u00e9rica Latina y el Caribe han <a href=\"https:\/\/techrevlac.org\/es\/blog\/america-latina-y-el-caribe-tres-siglos-de-competencia\/\"  data-wpil-monitor-id=\"280\">talento, capital natural y creatividad<\/a>. La regi\u00f3n podr\u00eda dar lugar a la aparici\u00f3n de econom\u00edas verdes, digitales y basadas en el conocimiento. Hacerlo requerir\u00e1 aprender del pasado y adoptar estrategias deliberadas que se basen en las fortalezas regionales para convertir el cambio global en una oportunidad regional.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Este blog examina las transformaciones que ocurrieron, las fuerzas que las impulsaron y el papel de los estados en la configuraci\u00f3n de sus trayectorias.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Cambios Sist\u00e9micos en los Flujos de Capital a Velocidad y Escala<\/strong><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">La caracter\u00edstica m\u00e1s llamativa de este per\u00edodo fue la velocidad y la magnitud del cambio. El stock de inversi\u00f3n extranjera directa pas\u00f3 de unos 1,4 billones de d\u00f3lares en 1980 a casi 4 billones de d\u00f3lares en 2020. Los fondos pod\u00edan moverse instant\u00e1neamente a trav\u00e9s de las fronteras. El comercio mundial se expandi\u00f3 de unos 2 billones de d\u00f3lares a entre 18 y 19 billones, a medida que las cadenas de suministro se extend\u00edan por todos los continentes. El comercio de servicios financieros, tecnol\u00f3gicos, de informaci\u00f3n y digitales alcanz\u00f3 los 6 billones de d\u00f3lares. El comercio pas\u00f3 de los bienes simples a cadenas de valor complejas y fragmentadas, y a servicios y datos basados en la propiedad intelectual y el conocimiento.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Una Econom\u00eda Global Reconfigurada<\/strong><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">La econom\u00eda mundial sufri\u00f3 una transformaci\u00f3n radical. Asia Oriental \u2014primero Jap\u00f3n, luego Corea, Taiw\u00e1n, Singapur, Hong Kong y, m\u00e1s tarde, China y Vietnam\u2014 se convirti\u00f3 en el centro mundial de la industria manufacturera. Muchas de estas econom\u00edas pasaron de ser de ingresos bajos o medios en 1970 a ser de ingresos altos en 2020. El PIB per c\u00e1pita de Corea del Sur aument\u00f3 de menos de 14 300 d\u00f3lares en 1970 a m\u00e1s de 30 000 d\u00f3lares en 2020. China se convirti\u00f3 en un nodo central para el comercio, la manufactura y la tecnolog\u00eda, mientras que Estados Unidos pas\u00f3 a dominar las finanzas, las plataformas y las redes de conocimiento.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Las econom\u00edas avanzadas como Estados Unidos, Alemania, los Pa\u00edses Bajos y los pa\u00edses n\u00f3rdicos mantuvieron su liderazgo en tecnolog\u00eda y finanzas, volvi\u00e9ndose las grandes corporaciones cada vez m\u00e1s influyentes. Internet, los tel\u00e9fonos inteligentes y las plataformas digitales remodelaron el movimiento de conocimiento, capital y comercio. Los exportadores ricos en recursos y bien gobernados, incluidos Noruega, Arabia Saudita, los EAU, Qatar y Kuwait, aprovecharon las rentas del petr\u00f3leo y el gas para acelerar el desarrollo, con el apoyo de grandes flujos de mano de obra migrante. Nuevas potencias medias como Corea del Sur, India y Brasil fortalecieron sus posiciones al integrarse en las cadenas de suministro globales.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Los pa\u00edses que enfrentan conflictos o una mala gesti\u00f3n severa se rezagaron a\u00fan m\u00e1s respecto a la frontera global, luchando por integrarse en los flujos comerciales y de conocimiento y volvi\u00e9ndose cada vez m\u00e1s dependientes de la ayuda, las remesas o productos b\u00e1sicos \u00fanicos. En Am\u00e9rica Latina, pa\u00edses como Chile, Uruguay y Costa Rica avanzaron, pero la regi\u00f3n no super\u00f3 los desaf\u00edos persistentes en productividad y desigualdad.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Tecnolog\u00edas, Liberalizaci\u00f3n y Conocimiento como Impulsores del Cambio<\/strong><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Las tecnolog\u00edas de este <a href=\"https:\/\/techrevlac.org\/es\/blog\/300-anos-de-revoluciones-tecnologicas-remodelando-naciones\/\"  data-wpil-monitor-id=\"118\">Revoluci\u00f3n de las TIC<\/a> reflejaron dos patrones emp\u00edricos poderosos. La Ley de Moore observ\u00f3 que el n\u00famero de transistores en un circuito integrado se duplica aproximadamente cada dos a\u00f1os. La Ley de Wright demostr\u00f3 que por cada duplicaci\u00f3n acumulada de la producci\u00f3n, el costo de una tecnolog\u00eda cae en un porcentaje constante. Juntas, impulsaron una disminuci\u00f3n dr\u00e1stica en el precio de la computaci\u00f3n y la infraestructura digital.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Internet, la inform\u00e1tica m\u00f3vil, los servicios en la nube y las redes de fibra \u00f3ptica crearon un nuevo paradigma tecnol\u00f3gico. Las fronteras se volvieron permeables al capital, al conocimiento y a la informaci\u00f3n. La revoluci\u00f3n log\u00edstica \u2014especialmente la contenedorizaci\u00f3n\u2014 redujo los costos de transporte entre un 75 % y un 90 % y redujo a la mitad los tiempos de env\u00edo, lo que hizo m\u00e1s viables las cadenas de valor globales y aument\u00f3 la necesidad de normas internacionales. Las innovaciones financieras, incluyendo la desregulaci\u00f3n, los derivados, los mercados de capital globales, el comercio electr\u00f3nico y el dinero m\u00f3vil, transformaron la forma en que fluye el efectivo y sentaron las bases para los activos digitales, como las criptomonedas. El volumen diario de operaciones de divisas pas\u00f3 de unos pocos cientos de miles de millones en 1980 a 1,66 billones de d\u00f3lares en 2019.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">La competencia de costos impuls\u00f3 la deslocalizaci\u00f3n (offshoring), el nearshoring y el friendshoring a medida que las cadenas de suministro globales se expand\u00edan. Las crisis energ\u00e9ticas impulsaron la eficiencia, la diversificaci\u00f3n y un enfoque en la independencia energ\u00e9tica. La liberalizaci\u00f3n del comercio y del capital, respaldada por acuerdos internacionales, foment\u00f3 la participaci\u00f3n del sector privado y la privatizaci\u00f3n.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Capacidades como la Nueva Moneda de las Naciones<\/strong><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/techrevlac.org\/es\/blog\/por-que-cambian-las-economias-lecciones-desde-la-economia-evolutiva\/\"  data-wpil-monitor-id=\"51\">Capacidades<\/a> se volvi\u00f3 cada vez m\u00e1s decisivo. La educaci\u00f3n, la investigaci\u00f3n y el desarrollo, y la infraestructura digital fueron esenciales para asegurar ventajas comparativas nacionales. Los pa\u00edses pioneros, como Estados Unidos y el Reino Unido, se convirtieron en centros financieros. En contraste, los primeros industrializadores de bajo costo, como China y Corea del Sur, escalaron la manufactura y se convirtieron en centros de producci\u00f3n. La econom\u00eda global se integr\u00f3 m\u00e1s y se movi\u00f3 hacia la digitalizaci\u00f3n, el conocimiento y la producci\u00f3n en red. El conocimiento fluy\u00f3 directamente a trav\u00e9s de redes digitales e indirectamente a trav\u00e9s de la migraci\u00f3n, con los estados del Golfo acogiendo solos a m\u00e1s de 30 millones de trabajadores migrantes.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Estados y Multilateralismo<\/strong><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Los estados jugaron un papel importante en la configuraci\u00f3n de las trayectorias de desarrollo a largo plazo. <a href=\"https:\/\/techrevlac.org\/es\/blog\/la-disciplina-detras-del-milagro-aprendiendo-de-taiwan-y-corea\/\"  data-wpil-monitor-id=\"358\">Corea, Taiw\u00e1n y China<\/a> persiguieron activamente el avance industrial, calibrando el ritmo de liberalizaci\u00f3n en el comercio, el capital y la migraci\u00f3n. Otros pa\u00edses se posicionaron como centros financieros o corporativos o se movieron r\u00e1pidamente hacia la energ\u00eda limpia para reducir la dependencia y la volatilidad. La desregulaci\u00f3n financiera en Estados Unidos y el Reino Unido aceler\u00f3 los flujos de capital globales al relajar los controles de capital, reducir las barreras comerciales y promover la privatizaci\u00f3n y las asociaciones p\u00fablico-privadas. Muchos pa\u00edses invirtieron en pol\u00edticas de migraci\u00f3n, educaci\u00f3n e I+D para cultivar el talento y las capacidades necesarias para aprovechar las tecnolog\u00edas innovadoras.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Las organizaciones multilaterales \u2014incluyendo el TLCAN, la ASEAN y la UE\u2014 ayudaron a estabilizar el cambio y a establecer est\u00e1ndares para un mercado global. <a href=\"https:\/\/techrevlac.org\/es\/blog\/mexico-1994-2007-crecimiento-sin-politica-de-difusion-para-transiciones\/\"  data-wpil-monitor-id=\"303\">TLCAN<\/a> El comercio norteamericano se triplic\u00f3, pasando de 1,429 billones de d\u00f3lares estadounidenses en 1993 a 1,1 billones de d\u00f3lares estadounidenses en 2016. La OMC codific\u00f3 las normas del comercio mundial y aceler\u00f3 la integraci\u00f3n de las cadenas de suministro, mientras que el G7 y el G20 facilitaron la coordinaci\u00f3n en una econom\u00eda global cada vez m\u00e1s compleja. En Am\u00e9rica Latina y el Caribe, el MERCOSUR, la CARICOM y la Alianza del Pac\u00edfico impulsaron la integraci\u00f3n regional.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">En algunos casos, los intereses de los estados y los sistemas multilaterales evolucionaron juntos, produciendo lo que algunos analistas llaman \u201chiperglobalizaci\u00f3n\u201d. Sin embargo, el cambio global tambi\u00e9n cre\u00f3 ganadores y perdedores dentro de las econom\u00edas avanzadas. Algunas regiones perdieron empleos manufactureros por el comercio y la automatizaci\u00f3n, mientras que las zonas urbanas capturaron ganancias de las finanzas, la tecnolog\u00eda y los flujos de conocimiento. En los Estados Unidos, el empleo manufacturero cay\u00f3 de 19 millones en 1979 a 12 millones en 2020. Estas disparidades internas alimentaron el populismo y la reacci\u00f3n interna, desafiando el multilateralismo.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Conclusi\u00f3n<\/strong><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Los \u00faltimos 50 a\u00f1os demuestran claramente que los pa\u00edses pueden desempe\u00f1ar un papel activo \u2014y adoptar estrategias a largo plazo\u2014 para acelerar el crecimiento econ\u00f3mico. Los Tigres Asi\u00e1ticos mantuvieron tasas de crecimiento de entre el 6 % y el 8 % durante d\u00e9cadas. Estados Unidos sigui\u00f3 liderando los sectores financiero y de la innovaci\u00f3n. Los Estados del Golfo transformaron la riqueza derivada del petr\u00f3leo y el gas en 3,5 billones de d\u00f3lares en fondos soberanos, lo que aceler\u00f3 un desarrollo m\u00e1s amplio.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/techrevlac.org\/es\/blog\/el-gran-cambio-2020-2070-en-america-latina-y-el-caribe\/\"  data-wpil-monitor-id=\"119\">Am\u00e9rica Latina y el Caribe<\/a> Ahora enfrentan un momento de elecci\u00f3n similar. La pr\u00f3xima ola de transformaci\u00f3n global \u2014energ\u00eda, biotecnolog\u00eda, manufactura avanzada, gesti\u00f3n de datos e inteligencia artificial\u2014 ya est\u00e1 en marcha. Los pa\u00edses que invierten en capacidades institucionales e individuales y abren canales para el conocimiento y el comercio bas\u00e1ndose en sus ventajas comparativas, escalar\u00e1n sus econom\u00edas. Aquellos que duden corren el riesgo de perder las oportunidades venideras.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">La regi\u00f3n tiene abundantes recursos energ\u00e9ticos, los del mundo <a href=\"https:\/\/techrevlac.org\/es\/blog\/evolucion-y-revolucion-economica-recursos\/\"  data-wpil-monitor-id=\"50\">reservas de litio m\u00e1s grandes<\/a>, un potencial solar excepcional, un vasto capital natural y cultural, y una econom\u00eda digital en crecimiento.
