Sin embargo, para 2025, casi todos los autos nuevos vendidos all\u00ed eran el\u00e9ctricos. El cambio se produjo porque el estado cerr\u00f3 la brecha de costos y carga que imped\u00eda que los veh\u00edculos el\u00e9ctricos compitieran con los autos de combusti\u00f3n interna. Utiliz\u00f3 impuestos, redes de carga y reglas de adquisici\u00f3n para hacer de los veh\u00edculos el\u00e9ctricos la opci\u00f3n por defecto. Un nicho de mercado se convirti\u00f3 en el mercado. Este blog analiza qu\u00e9 cambi\u00f3, qu\u00e9 impuls\u00f3 los cambios y qu\u00e9 hizo el estado para lograrlos. <a href=\"https:\/\/techrevlac.org\/es\/blog\/el-plan-estrategico-de-la-transicion-energetica-de-uruguay-2010-2024\/\" data-wpil-monitor-id=\"742\">electromovilidad<\/a>.<\/p>\n\n\n\n<h2 id=\"h-the-whole-vehicle-market-flipped\" class=\"wp-block-heading\">Todo el mercado de veh\u00edculos se volte\u00f3.<\/h2>\n\n\n\n<h2 id=\"h-vehicles-chargers-and-ferries-all-shifted\" class=\"wp-block-heading\">Veh\u00edculos, cargadores y transbordadores se movieron.<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Noruega transform\u00f3 su parque automovil\u00edstico de uno basado en combustibles f\u00f3siles a uno el\u00e9ctrico en dos d\u00e9cadas. Los veh\u00edculos el\u00e9ctricos de bater\u00eda pasaron de ser un segmento de nicho en 2005 a alcanzar las 945 185 unidades en 2025, lo que representa m\u00e1s del 321 % del parque automovil\u00edstico. En ese momento, superaron por primera vez a los veh\u00edculos di\u00e9sel. El flujo de veh\u00edculos nuevos se aceler\u00f3 a\u00fan m\u00e1s, y los veh\u00edculos el\u00e9ctricos alcanzaron entre el 95,9 % y el 97,61 % de las nuevas matriculaciones a finales de 2025. La infraestructura de recarga creci\u00f3 al mismo ritmo, pasando de 3.000 estaciones en 2011 a m\u00e1s de 23.800 puntos de recarga p\u00fablicos en 2022, con m\u00e1s de 9.600 cargadores r\u00e1pidos en 2024.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">El capital p\u00fablico tambi\u00e9n cambi\u00f3. Para 2022, m\u00e1s de 70 ferries el\u00e9ctricos operaban bajo mandatos de adquisici\u00f3n. Los flujos financieros tambi\u00e9n cambiaron. Miles de millones de NOK en gastos fiscales y subsidios de Enova redirigieron la inversi\u00f3n privada hacia redes de carga e importaciones de veh\u00edculos. La misma brecha de costos que bloque\u00f3 los autos el\u00e9ctricos tambi\u00e9n configur\u00f3 este sistema m\u00e1s amplio.<\/p>\n\n\n\n<h2 id=\"h-tax-rules-changed-the-price-structure\" class=\"wp-block-heading\">Las reglas fiscales cambiaron la estructura de precios.<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Noruega tambi\u00e9n reform\u00f3 las reglas en torno al mercado. Desacopl\u00f3 su sistema de impuestos elevados para veh\u00edculos, que se basaba en las emisiones y el peso, y lo reemplaz\u00f3 con exenciones completas de IVA y de impuestos de registro para los veh\u00edculos el\u00e9ctricos. Las reglas de adquisici\u00f3n exigieron veh\u00edculos de cero emisiones en flotas p\u00fablicas y sistemas de ferry. El Plan Nacional de Transporte estableci\u00f3 luego un objetivo estricto de <a href=\"https:\/\/techrevlac.org\/es\/blog\/como-dinamarca-cambio-a-energia-renovable\/\" data-wpil-monitor-id=\"741\">Ventas de veh\u00edculos de cero emisiones 100%<\/a> para 2025. Las reglas municipales agregaron exenciones de peajes y acceso a carriles de autobuses, aunque esos beneficios se redujeron posteriormente a medida que creci\u00f3 la adopci\u00f3n.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Otras normas facilitaron el uso diario. Los edificios de apartamentos deb\u00edan permitir el acceso para la carga, y los sistemas de pago en redes de carga se estandarizaron. Eso redujo las dificultades para los conductores y operadores. Tambi\u00e9n ayud\u00f3 a transformar el sistema de veh\u00edculos el\u00e9ctricos de un conjunto de incentivos a un servicio p\u00fablico funcional.<\/p>\n\n\n\n<h2 id=\"h-adoption-changed-who-benefited-most\" class=\"wp-block-heading\">La adopci\u00f3n cambi\u00f3 qui\u00e9n se benefici\u00f3 m\u00e1s.<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">El orden social cambi\u00f3 con el mercado. Los primeros en adoptarla fueron entusiastas de la tecnolog\u00eda, pero la adopci\u00f3n se extendi\u00f3 m\u00e1s tarde a hogares urbanos m\u00e1s ricos que pudieron capturar los beneficios fiscales. Luego surgieron divisiones entre \u00e1reas urbanas y rurales porque la infraestructura de carga se concentr\u00f3 en las principales ciudades, mientras que las regiones del norte necesitaron apoyo estatal. Las coaliciones pol\u00edticas se alinearon primero en torno a objetivos clim\u00e1ticos, pero los costos de los subsidios de aproximadamente 30 mil millones de coronas noruegas al a\u00f1o desencadenaron una reacci\u00f3n populista. Tambi\u00e9n surgi\u00f3 un equilibrio de doble autom\u00f3vil, con dos tercios de los hogares con veh\u00edculos el\u00e9ctricos conservando veh\u00edculos de combustible f\u00f3sil, lo que limit\u00f3 los recortes en la demanda total de combustible.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ese sistema tambi\u00e9n se volvi\u00f3 m\u00e1s sensible a los cambios en las pol\u00edticas. Las modificaciones fiscales de 2026 provocaron un desplome de las ventas de veh\u00edculos el\u00e9ctricos (EV) tras un repunte previo a la aplicaci\u00f3n de las nuevas medidas. El mercado hab\u00eda crecido, pero segu\u00eda dependiendo de c\u00f3mo gestionara el Estado la diferencia de costos.<\/p>\n\n\n\n<h2 id=\"h-state-pressure-drove-market-change\" class=\"wp-block-heading\">La presi\u00f3n estatal impuls\u00f3 el cambio en el mercado.<\/h2>\n\n\n\n<h2 id=\"h-more-models-widened-the-available-choices\" class=\"wp-block-heading\">M\u00e1s modelos ampliaron las opciones disponibles.<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">La variaci\u00f3n se ampli\u00f3 una vez que Noruega abri\u00f3 su mercado a productores internacionales de veh\u00edculos el\u00e9ctricos. Los primeros esfuerzos nacionales de veh\u00edculos el\u00e9ctricos fracasaron antes de 2010, pero los fabricantes mundiales introdujeron modelos en muchos segmentos. Para 2025, el mercado ofrec\u00eda <a href=\"https:\/\/techrevlac.org\/es\/blog\/como-china-escalo-rapidamente-2005-2026\/\" data-wpil-monitor-id=\"721\">m\u00e1s de 900 modelos de veh\u00edculos el\u00e9ctricos<\/a>. Los compradores ten\u00edan m\u00e1s opciones y las empresas se enfrentaron a m\u00e1s competencia. La variaci\u00f3n tambi\u00e9n se extendi\u00f3 m\u00e1s all\u00e1 de los autom\u00f3viles a las tecnolog\u00edas de carga, los sistemas de propulsi\u00f3n mar\u00edtima y las plataformas de pago digital.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">La contrataci\u00f3n p\u00fablica ampli\u00f3 a\u00fan m\u00e1s el campo. Prob\u00f3 ferris de bater\u00edas el\u00e9ctricas y de hidr\u00f3geno dentro de sistemas de servicio reales. Eso permiti\u00f3 <a href=\"https:\/\/techrevlac.org\/es\/blog\/seleccion-natural-y-revoluciones-tecnologicas\/\" data-wpil-monitor-id=\"722\">ecosistema de veh\u00edculos el\u00e9ctricos habilitado por el estado<\/a> desarrollarse a lo largo de varios caminos viables en lugar de un dise\u00f1o fijo.<\/p>\n\n\n\n<h2 id=\"h-taxes-and-perks-forced-buyer-selection\" class=\"wp-block-heading\">Los impuestos y los beneficios obligaron a la selecci\u00f3n de compradores.<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">El Estado impuso una fuerte presi\u00f3n selectiva a trav\u00e9s de la pol\u00edtica fiscal. Los altos impuestos a los veh\u00edculos de combusti\u00f3n, combinados con el IVA y los impuestos de matriculaci\u00f3n cero para los veh\u00edculos el\u00e9ctricos, crearon paridad de precios o una ventaja de precios para los veh\u00edculos el\u00e9ctricos. Los descuentos en peajes, el estacionamiento gratuito y el acceso a carriles bus reducen a\u00fan m\u00e1s los costos de por vida. Las normativas de flotas corporativas a\u00f1adieron presi\u00f3n al reducir los impuestos a los veh\u00edculos de empresa para los veh\u00edculos el\u00e9ctricos, lo que impuls\u00f3 a las empresas a cambiar sus flotas. Los mandatos de adquisici\u00f3n extendieron esa presi\u00f3n a los ferris y autobuses.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Estas medidas no dejaron el mercado neutral. Cambiaron la estructura de precios y el entorno de servicios al mismo tiempo. Es por eso que Noruega <a href=\"https:\/\/techrevlac.org\/es\/blog\/el-salto-renovable-de-los-chiles-que-puede-copiar-america-latina-y-que-arreglar\/\" data-wpil-monitor-id=\"734\">cerr\u00f3 la brecha de costos<\/a> tan r\u00e1pido.<\/p>\n\n\n\n<h2 id=\"h-charging-access-sped-the-shift-nationwide\" class=\"wp-block-heading\">El acceso de carga aceler\u00f3 el cambio en todo el pa\u00eds.<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">La difusi\u00f3n sigui\u00f3 un <a href=\"https:\/\/techrevlac.org\/es\/blog\/por-que-las-tecnologias-emergen-transforman-el-mundo-y-finalmente-desaparecen\/\" data-wpil-monitor-id=\"736\">Curva S cl\u00e1sica<\/a>. La cuota de mercado de la flota de veh\u00edculos el\u00e9ctricos pas\u00f3 de 51 TP3T en 2016 a m\u00e1s de 321 TP3T en 2025. El Estado aceler\u00f3 ese proceso reduciendo los riesgos de la infraestructura y financiando la instalaci\u00f3n de cargadores r\u00e1pidos cada 50 km en las principales autopistas. Las asociaciones de consumidores tambi\u00e9n contribuyeron a integrar los sistemas de recarga fragmentados y a difundir conocimientos pr\u00e1cticos entre los usuarios. Esto redujo las barreras de adopci\u00f3n y facilit\u00f3 el uso del sistema.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Los mercados secundarios respaldaron el cambio al reducir el riesgo de reventa y preservar el valor de los activos. Los datos operativos de Noruega luego se diseminaron hacia afuera y <a href=\"https:\/\/techrevlac.org\/es\/blog\/el-gran-cambio-2020-2070-en-america-latina-y-el-caribe\/\" data-wpil-monitor-id=\"723\">estrategias de VE con forma<\/a> en otros pa\u00edses. Estos canales capitalizaron el impulso generado cuando el estado cerr\u00f3 la brecha de costos y tarifas.<\/p>\n\n\n\n<h2 id=\"h-the-state-built-and-adjusted-the-system\" class=\"wp-block-heading\">El estado construy\u00f3 y ajust\u00f3 el sistema.<\/h2>\n\n\n\n<h2 id=\"h-long-term-targets-gave-firms-a-clear-signal\" class=\"wp-block-heading\">Los objetivos a largo plazo dieron a las empresas una se\u00f1al clara.<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">El estado noruego estableci\u00f3 un objetivo claro a largo plazo: cero emisiones en la venta de veh\u00edculos para 2025. Gener\u00f3 apoyo bipartidista y aline\u00f3 a ONGs, grupos de consumidores y agencias p\u00fablicas en torno a ese objetivo. Luego, reformul\u00f3 los incentivos del mercado gravando fuertemente los veh\u00edculos de combustibles f\u00f3siles y eximiendo a los veh\u00edculos el\u00e9ctricos. Compradores, empresas y fabricantes de autom\u00f3viles entendieron claramente la se\u00f1al. La direcci\u00f3n estrat\u00e9gica import\u00f3 porque vincul\u00f3 la brecha de costos a un objetivo p\u00fablico concreto.<\/p>\n\n\n\n<h2 id=\"h-public-services-made-charging-usable-nationwide\" class=\"wp-block-heading\">Los servicios p\u00fablicos hicieron que la carga fuera utilizable en todo el pa\u00eds.<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Inversi\u00f3n p\u00fablica enfocada en infraestructura habilitante en lugar de subsidios directos. Enova financi\u00f3 redes de carga y se dirigi\u00f3 a \u00e1reas remotas donde la inversi\u00f3n privada no llegar\u00eda. El estado tambi\u00e9n vincul\u00f3 los cargadores a la planificaci\u00f3n de carreteras y exigi\u00f3 que los residentes de apartamentos tuvieran derecho a cargar. Luego, las reglas de adquisici\u00f3n impulsaron la electrificaci\u00f3n de transbordadores, autobuses y taxis. Estos servicios permitieron que la infraestructura escalara con la adopci\u00f3n de veh\u00edculos en lugar de quedarse atr\u00e1s.<\/p>\n\n\n\n<h2 id=\"h-policy-changes-created-gains-and-new-risks\" class=\"wp-block-heading\">Los cambios de pol\u00edtica crearon ganancias y nuevos riesgos.<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">El estado ajust\u00f3 continuamente la pol\u00edtica a medida que el mercado maduraba. El estacionamiento gratuito y el acceso a carriles bus se redujeron a medida que aumentaba la congesti\u00f3n. Posteriormente se a\u00f1adieron impuestos basados en el peso, y el IVA regres\u00f3 para recuperar los ingresos fiscales una vez que los veh\u00edculos el\u00e9ctricos dominaron las ventas. El apoyo tambi\u00e9n se centr\u00f3 en veh\u00edculos pesados y flotas comerciales. Pero las reversiones abruptas crearon volatilidad, como lo demostr\u00f3 el colapso de ventas de 2026.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">El estado tambi\u00e9n tuvo que gestionar nuevos riesgos del sistema. La congesti\u00f3n de la red creci\u00f3 a medida que aumentaba la demanda de carga, por lo que la pol\u00edtica comenz\u00f3 a promover la carga inteligente y las tarifas flexibles. El estado hab\u00eda construido un sistema funcional, pero a\u00fan ten\u00eda que mantener cerrado el diferencial de costos sin desestabilizar el mercado.<\/p>\n\n\n\n<h2 id=\"h-what-latin-america-should-take-from-this\" class=\"wp-block-heading\">Lo que Am\u00e9rica Latina deber\u00eda aprender de esto.<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">La experiencia de Noruega apunta a restricciones, no a soluciones gen\u00e9ricas. La principal restricci\u00f3n fue la brecha en el costo inicial. Sin cerrarla, la adopci\u00f3n de veh\u00edculos el\u00e9ctricos no se escala. La secuencia tambi\u00e9n import\u00f3. Noruega primero elimin\u00f3 las barreras de costo, luego expandi\u00f3 la infraestructura y solo m\u00e1s tarde redujo los subsidios a medida que el mercado maduraba. Incluso en este sistema avanzado, <a href=\"https:\/\/techrevlac.org\/es\/blog\/colapso-de-la-convertibilidad-argentina\/\"  data-wpil-monitor-id=\"995\">reversiones abruptas crearon inestabilidad<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Los compromisos eran ineludibles. Las grandes transferencias fiscales aceleraron el cambio, pero tambi\u00e9n produjeron efectos regresivos y reacciones pol\u00edticas. La infraestructura tambi\u00e9n tuvo que ser geogr\u00e1ficamente focalizada porque los mercados invierten en exceso en \u00e1reas urbanas densas, dejando brechas rurales. La electrificaci\u00f3n no termin\u00f3 autom\u00e1ticamente con el uso de combustibles f\u00f3siles porque muchos hogares conservaron veh\u00edculos antiguos. Es por eso que el sistema en general importa, no solo la nueva tecnolog\u00eda.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Para <a href=\"https:\/\/techrevlac.org\/es\/blog\/haciendo-que-las-energias-renovables-funcionen-la-transformacion-de-brasil-2010-2025\/\" data-wpil-monitor-id=\"735\">Am\u00e9rica Latina y el Caribe<\/a>, la lecci\u00f3n es simple. La pol\u00edtica debe <a href=\"https:\/\/techrevlac.org\/es\/blog\/como-costa-rica-logro-la-adopcion-a-gran-escala-de-vehiculos-electricos\/\" data-wpil-monitor-id=\"720\">alinear incentivos, infraestructura y reglas institucionales<\/a> en un solo sistema. Noruega muestra lo que sucede cuando el Estado cierra la brecha de costos y mantiene el cobro a una escala \u00fatil.
