Para 2023, China fabric\u00f3 m\u00e1s bater\u00edas de las que el mundo pod\u00eda absorber, pero a\u00fan as\u00ed no logr\u00f3 dominar los semiconductores avanzados. Ese contraste recorre esta historia. Este blog muestra qu\u00e9 cambi\u00f3, qu\u00e9 lo impuls\u00f3 y qu\u00e9 hizo el estado.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">La barrera no era la falta de dinero. China tuvo que coordinar capital, conocimiento e incentivos entre tecnolog\u00edas muy diversas. Lo hizo a trav\u00e9s de un sistema dirigido por el estado de <a href=\"https:\/\/techrevlac.org\/es\/blog\/seleccion-natural-y-revoluciones-tecnologicas\/\" data-wpil-monitor-id=\"691\">variaci\u00f3n, selecci\u00f3n y difusi\u00f3n<\/a>. Ese sistema funcion\u00f3 en sectores intensivos en ingenier\u00eda, pero se estanc\u00f3 en las fronteras cient\u00edficas. Las revoluciones tecnol\u00f3gicas dirigidas por el Estado pueden escalar el hardware r\u00e1pidamente, pero tienen dificultades cuando la ciencia b\u00e1sica y el conocimiento t\u00e1cito son cr\u00edticos.<\/p>\n\n\n\n<h2 id=\"h-china-scaled-technology-across-the-system\" class=\"wp-block-heading\">China escal\u00f3 la tecnolog\u00eda por todo el sistema.<\/h2>\n\n\n\n<h2 id=\"h-capital-flowed-into-grids-and-factories\" class=\"wp-block-heading\">El capital fluy\u00f3 hacia las redes y las f\u00e1bricas.<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">China reconstruy\u00f3 su base de capital en infraestructura, industria, finanzas y mano de obra entre 2005 y 2026. Ese gasto movi\u00f3 <a href=\"https:\/\/techrevlac.org\/es\/blog\/el-crecimiento-de-costa-rica-trajo-beneficios-y-costos-ocultos\/\" data-wpil-monitor-id=\"692\">energ\u00eda renovable<\/a> a lo largo del pa\u00eds.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">La capacidad de producci\u00f3n se dispar\u00f3 en los sectores de los veh\u00edculos el\u00e9ctricos, las bater\u00edas y los equipos solares. Esto gener\u00f3 un exceso de capacidad a nivel mundial, y para 2023 la producci\u00f3n de bater\u00edas superaba varias veces la demanda mundial. La financiaci\u00f3n tambi\u00e9n cambi\u00f3. Los pr\u00e9stamos en condiciones favorables dieron paso al capital de riesgo respaldado por el gobierno a trav\u00e9s de fondos de orientaci\u00f3n que administran casi $2 billones de activos y apoyan a empresas como CATL y BYD. El capital humano tambi\u00e9n se expandi\u00f3 bajo el MLP de 2006, pero los sectores de vanguardia a\u00fan enfrentaban escasez de personal especializado. La capacidad creci\u00f3 de manera desigual.<\/p>\n\n\n\n<h2 id=\"h-rules-favored-domestic-technology-firms\" class=\"wp-block-heading\">Las reglas favorec\u00edan a las empresas de tecnolog\u00eda nacionales.<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Cambio institucional centrado en la formalizaci\u00f3n de la \u201cinnovaci\u00f3n ind\u00edgena\u201d y la remodelaci\u00f3n de los mercados para favorecer a las empresas nacionales. El Estado integr\u00f3 la pol\u00edtica industrial en marcos vinculantes, incluido el Plan de Mediano y Largo Plazo de 2006 y los objetivos sectoriales de 2015. Esto desplaz\u00f3 la pol\u00edtica de un amplio apoyo a la investigaci\u00f3n a una mejora industrial espec\u00edfica.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Las reglas de acceso al mercado cambiaron a trav\u00e9s de listas blancas de subsidios y requisitos de contenido local. Dichas reglas excluyeron a los competidores extranjeros de los segmentos subsidiados, especialmente las bater\u00edas y los veh\u00edculos el\u00e9ctricos. Los Fondos de Orientaci\u00f3n Gubernamental construyeron un sistema de empresas h\u00edbridas p\u00fablico-privadas, mientras que la adquisici\u00f3n de empresas estatales cre\u00f3 demanda de nuevas tecnolog\u00edas. El resultado fue simple: los objetivos estatales se integraron dentro de la estrategia de la empresa y la estructura del mercado.<\/p>\n\n\n\n<h2 id=\"h-shocks-revealed-the-system-s-limits\" class=\"wp-block-heading\">Los shocks revelaron los l\u00edmites del sistema.<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">La campa\u00f1a tecnol\u00f3gica de China remodel\u00f3 las alineaciones pol\u00edticas y sociales en torno a objetivos estatales e industriales. Cient\u00edficos, ingenieros y l\u00edderes empresariales ingresaron a estructuras de planificaci\u00f3n coordinadas, y m\u00e1s de 2.000 expertos se alinearon con los objetivos nacionales. Eso le dio al estado una mayor reserva de autoridad t\u00e9cnica.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">La r\u00e1pida expansi\u00f3n tambi\u00e9n cre\u00f3 ciclos de auge y ca\u00edda. En el sector solar y de bater\u00edas, el exceso de capacidad provoc\u00f3 colapsos en los precios y consolidaci\u00f3n. El sistema absorbi\u00f3 la crisis financiera global y el endurecimiento de las restricciones geopol\u00edticas a la transferencia de tecnolog\u00eda al redoblar la apuesta por la capacidad nacional. Sin embargo, la deuda del gobierno local y la ineficiente asignaci\u00f3n de capital se convirtieron en restricciones sist\u00e9micas. Esas presiones ahora limitan la expansi\u00f3n continua.<\/p>\n\n\n\n<h2 id=\"h-competition-and-policy-drove-the-result\" class=\"wp-block-heading\">La competencia y las pol\u00edticas impulsaron el resultado.<\/h2>\n\n\n\n<h2 id=\"h-local-competition-multiplied-firm-entry\" class=\"wp-block-heading\">La competencia local multiplic\u00f3 el ingreso de empresas.<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">China aument\u00f3 la variaci\u00f3n a trav\u00e9s de la entrada impulsada por pol\u00edticas y la experimentaci\u00f3n. Los gobiernos locales compitieron por la industria con terrenos subsidiados, energ\u00eda barata e inyecciones de capital. Eso cre\u00f3 cientos de empresas en sectores como el de veh\u00edculos el\u00e9ctricos.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">El modelo de Hefei muestra c\u00f3mo funcion\u00f3 esto. Los gobiernos municipales actuaron como capital de riesgo, invirtiendo directamente en empresas como NIO. La estrategia industrial tambi\u00e9n dividi\u00f3 el desarrollo en dos v\u00edas. Los sectores de alta intensidad de ingenier\u00eda avanzaron r\u00e1pidamente, mientras que los sectores de alta intensidad de ciencia se quedaron atr\u00e1s. Ese experimento m\u00e1s amplio ampli\u00f3 el espacio de b\u00fasqueda en <a href=\"https:\/\/techrevlac.org\/es\/blog\/300-anos-de-revoluciones-tecnologicas-remodelando-naciones\/\" data-wpil-monitor-id=\"680\">energ\u00eda limpia y movilidad el\u00e9ctrica<\/a>.<\/p>\n\n\n\n<h2 id=\"h-price-wars-forced-firms-to-improve\" class=\"wp-block-heading\">Las guerras de precios obligaron a las empresas a mejorar.<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">La selecci\u00f3n se logr\u00f3 a trav\u00e9s de una dura competencia local y restricciones estatales. La entrada subsidiada cre\u00f3 un exceso de oferta, por lo que las guerras de precios expulsaron a las empresas ineficientes. Los sobrevivientes, como BYD y CATL, redujeron dr\u00e1sticamente los costos para seguir siendo rentables mientras escalaban la producci\u00f3n.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">La regulaci\u00f3n a\u00f1adi\u00f3 otro filtro. Los objetivos de abastecimiento nacional y los mandatos de autosuficiencia en semiconductores impusieron criterios de selecci\u00f3n adicionales. La competencia seleccion\u00f3 por escala en bater\u00edas, pero no pudo cerrar la brecha de conocimiento en chips.<\/p>\n\n\n\n<h2 id=\"h-infrastructure-spread-gains-across-sectors\" class=\"wp-block-heading\">La expansi\u00f3n de infraestructura se generaliza en todos los sectores.<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">La difusi\u00f3n se aceler\u00f3 a trav\u00e9s de las exportaciones, la infraestructura y la coordinaci\u00f3n estatal. Las redes de ultra alto voltaje conectaron los sistemas energ\u00e9ticos nacionales y consolidaron el uso de <a href=\"https:\/\/techrevlac.org\/es\/blog\/el-salto-renovable-de-los-chiles-que-puede-copiar-america-latina-y-que-arreglar\/\" data-wpil-monitor-id=\"681\">tecnolog\u00eda limpia<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Las exportaciones difunden estas ganancias al extranjero. Las empresas chinas llegaron a dominar los mercados mundiales de energ\u00eda solar y veh\u00edculos el\u00e9ctricos. Sin embargo, la difusi\u00f3n se ralentiz\u00f3 en sectores que depend\u00edan de <a href=\"https:\/\/techrevlac.org\/es\/blog\/de-microchips-a-megatendencias-los-cambios-globales-de-1970-a-2020\/\" data-wpil-monitor-id=\"682\">propiedad intelectual extranjera<\/a>. La transferencia de tecnolog\u00eda se mantuvo limitada all\u00ed, por lo que los semiconductores y la aviaci\u00f3n avanzaron m\u00e1s lentamente.<\/p>\n\n\n\n<h2 id=\"h-the-state-set-direction-and-paid\" class=\"wp-block-heading\">El estado fij\u00f3 el rumbo y pag\u00f3.<\/h2>\n\n\n\n<h2 id=\"h-planning-set-targets-and-protected-demand\" class=\"wp-block-heading\">Planificaci\u00f3n establecida de objetivos y demanda protegida.<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">El Estado chino marc\u00f3 la direcci\u00f3n y aline\u00f3 a los actores a trav\u00e9s de planes a largo plazo. Esa protecci\u00f3n dio a los campeones nacionales espacio para crecer dentro de un sistema competitivo administrado. Ayud\u00f3 a que las bater\u00edas y los veh\u00edculos el\u00e9ctricos crecieran r\u00e1pidamente, pero no resolvi\u00f3 el problema de los chips.<\/p>\n\n\n\n<h2 id=\"h-public-money-created-capacity-and-demand\" class=\"wp-block-heading\">El dinero p\u00fablico cre\u00f3 capacidad y demanda.<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Inversi\u00f3n p\u00fablica enfocada en infraestructura y escalamiento de empresas. El estado financi\u00f3 <a href=\"https:\/\/techrevlac.org\/es\/blog\/riesgo-de-sobrecarga-de-itaipu\/\" data-wpil-monitor-id=\"693\">proyectos de grandes parrillas<\/a> para integrar energ\u00edas renovables y fortalecer la capacidad de todo el sistema. Tambi\u00e9n proporcion\u00f3 cr\u00e9dito subsidiado, terrenos por debajo del costo e inversi\u00f3n de capital directa a empresas estrat\u00e9gicas, a menudo a trav\u00e9s de fondos de orientaci\u00f3n.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Los servicios p\u00fablicos tambi\u00e9n import <a href=\"https:\/\/techrevlac.org\/es\/blog\/como-costa-rica-logro-la-adopcion-a-gran-escala-de-vehiculos-electricos\/\" data-wpil-monitor-id=\"683\">autobuses el\u00e9ctricos<\/a> y aeronaves de producci\u00f3n nacional. Eso redujo el riesgo inicial del mercado.<\/p>\n\n\n\n<h2 id=\"h-the-state-adapted-to-failures\" class=\"wp-block-heading\">El estado se adapt\u00f3 a los fracasos.<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">El estado ajust\u00f3 su pol\u00edtica a medida que surgieron restricciones y fallas. Se movi\u00f3 hacia una \u201cpol\u00edtica industrial de todo\u201d a medida que aumentaron las presiones de crecimiento y la intervenci\u00f3n se extendi\u00f3 a sectores maduros. La restricci\u00f3n est\u00e1 ahora dentro del sistema.<\/p>\n\n\n\n<h2 id=\"h-latin-america-will-need-to-sequence\" class=\"wp-block-heading\">Latinoam\u00e9rica necesitar\u00e1 secuenciar.<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Los responsables de pol\u00edticas de Am\u00e9rica Latina y el Caribe enfrentan el mismo problema de escalamiento, pero a una escala mucho menor. El contraste entre bater\u00edas y chips es importante aqu\u00ed tambi\u00e9n.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">La variaci\u00f3n necesita margen de maniobra pol\u00edtica. La entrada y la experimentaci\u00f3n deben preceder a la selecci\u00f3n, incluso si eso genera desperdicio temprano y sobrecapacidad. Pero la protecci\u00f3n sin presi\u00f3n competitiva afianzar\u00e1 a las empresas d\u00e9biles y la baja productividad. La difusi\u00f3n tambi\u00e9n depende de <a href=\"https:\/\/techrevlac.org\/es\/blog\/mexico-1994-2007-crecimiento-sin-politica-de-difusion-para-transiciones\/\" data-wpil-monitor-id=\"679\">infraestructura y estrategia de exportaci\u00f3n<\/a>, porque las empresas no aprenden a escala sin ambos. La disyuntiva es ineludible. Las ganancias tecnol\u00f3gicas r\u00e1pidas pueden crear estr\u00e9s fiscal, mala asignaci\u00f3n de capital y una reacci\u00f3n negativa externa. Por lo tanto, la verdadera elecci\u00f3n pol\u00edtica no es si intervenir.
